Created Issue: XamlScrubber does not respect xml:space="preserve"

We want to reformat this flow document:

<FlowDocument xmlns="http://schemas.microsoft.com/winfx/2006/xaml/presentation">
<Paragraph>
<Run xml:space="preserve">start </Run>
<Run>SpaceBefore</Run>
</Paragraph>
</FlowDocument>

The scrubber reformats it to:

<FlowDocument xmlns="http://schemas.microsoft.com/winfx/2006/xaml/presentation">
<Paragraph>
<Run xml:space="preserve">start
</Run>
<Run>SpaceBefore
</Run>
</Paragraph>
</FlowDocument>

In the new documet "SpaceBefore" is on the next line and indented.

CREATED ISSUE: TabControl scrolling

There's no scrolling features for tab control when tab amount exceeds the viewport.
